Is building websites using WordPress considered web development?

As we can using various page builder plugins in WordPress, so is building a website using WordPress page builder considered as web development. If not, what it can be called? Also, what is coding inside the core PHP of WordPress?

Yeah, why not. It is considered web development using WordPress.

There are lots of languages and frameworks using which we can develop a websites. So is building website using those already made language and frameworks considered web development? Or shall we start from creating our own language ?

prembh Yeah, if it's such case then tell them to build a WordPress Theme or Plugin. Technology is intended to make peoples life easier. WordPress is the best thing I have ever seen in my life in the field of web development. Everyone can make use of it , so it's the perfect example of good technology.
